Watch the PAPA tutorial video. Read the in game ruleset. Keep playing. You'll get it. It's a fun table because even when you have pinball chops you can get stomped and then it becomes a "just one more time" kinda thing.
I built one a long time ago. Building the cab and wiring it can be done in a weekend if you power through. Getting the artwork and software set up is where all the time goes. Get all that sorted first. Then build it.

I think last score is a better option. It encourages you to become a consistently better player moreso than using best score. With best score you can just spam a table until you have a good game. With last score you have to be confident in the score that you put up.
No. Each ball is another chance to practice getting better at making shots. There's literally no drawback to playing through a crappy game if you are playing casually.
