I think they wanted to have games that appeared on both the paid and the free app store charts. I believe they've since realized there's confusion with the two apps, but there isn't much they can do about it now. They've always had a free and paid version, except the free version was removed...

The App Store treats the free and paid versions as being different apps (which they are). This isn't a bug, it's the way the App Store works.

There's no way they'll be able to do a simultaneous release due to the approval process of the consoles. They would have to submit right now to make the PS3 and 360 release in November, and we haven't heard anything about the table yet.
