iPad3 ios7 "This is not a test user account"

I cannot purchase or restore purchases on my iPad. No problem on my iPhone - so I purchased table pack 18 from there, then tried restoring purchases on the iPad.

I just keep getting "This is not a test user account" sandbox blah, blah...

Any ideas how I can around this?

Deleted, reinstalled, same problem. All my other tables restored fine, but it seems I cannot get table pack 18 on my iPad.

Very frustrating.
