Mistake in Instructions (Special)?

The instructions claim that after lighting the special for the first time, you can re-light it on subsequent balls just by dropping the top targets once. It appears that's not the case, and you need to drop the targets twice (as opposed to Extra Ball which behaves as specified by instructions). Also does collecting the special via rollover counts towards the wizard goal?

BTW - can you earn both the extra ball and a special on a single ball?

Completed all the Wizard Goals so can answer the questions myself. Yes, you can earn both extra ball and special on single ball. And yes, collecting the special via rollover counts.
