Here is how it works.

Until the ball physically touches the plunger, any plunge is ignored. it just bobbles on the tip, and makes contact for the next plunge attempt.

After the ball touches the plunger, the plunger provides impulse to the ball instantly on release, whether or not it is in contact with it. Once impulse has been provided, the first check is reset.

This happens every time, and the behavior appears to be by design.

Very easily reproduced on all manual plungers in TPA.

Can easily be "fixed" by replacing the "contacted the plunger" check with an X and Y coordinate check. if it's in the plunger lane (X coord check) and it's close enough to the plunger (Y coord check) then provide impulse to the ball.
