Probably because it's not an expensive or difficult one to acquire.  Development time has probably shortened some since last year.  Also, what's to prevent them from digitizing the table for themselves so they've probably started preliminary work.  It's only illegal to sell it if the licenses aren't paid for.  That's probably not the reason (and certainly not financially logical) but I could see early work being done due to the success of the two previous KS's.</p></blockquote><p></p>
