I've been having a lot of trouble with lockups on my Samasung Galaxy S4. It seems that every three or so games the thing locks up, and the program has to be reset. Before the lockup, there are usually (but not always) warning signs, such as slowdown, brief pauses, and skipped frames. Once these show up, the lockup occurs soon after. Anyone else have problems with this?

yes, I have the same problem on my SGSII :-( Random lock-ups when playing tables for a while!

S4 Lock ups = No.
Pauses and frame skips = yes occasionally, but... It's a phone, doing background account checks and updates so it has to be expected.
No pauses, frameskips, or lock ups on a Tablet though. Plus bigger screen is much better for gaming. Grab a new N7.
I don't really use the phone for gaming much.
The odd 5 minute filler is all.
