Yeah it's a real bummer. If memory serves correctly, Doctor Who, the Daleks and K-9 are all separate licenses. And that's on top of all the likeness and voice work needing to be paid out to the actors. I'd be curious if it'd be more than the 100k for TAF.

Woah! I think you might be right. I would LOVE to see EARTHSHAKER over POTO. How do you explain the dialogue in the clue though? The car asking if you know it's name and it being a horror themed hint with ELVIRA makes the leap from Stephen King's Christine to POTO a little easier.
