I think they already have the Capcom license; I think what they needed to work on was emulating the Capcom ROM's. But I'd guess they're gonna stop that work now and work on SAM and/or Spike.

It doesn't make much sense to me that any table made before right now would have video game rights. Why would Stern want to pay that extra amount unless they were definite that they would be used? I'm just guessing of course...

You're assuming that TPA will keep on rolling with a table per month. I think the Stern TPA will replace TPA. I don't think it's just a guess... why would either Farsight or Stern want to make Bad Cats when they could make X-Files?

I don't see any reason to continue TPA once they start churning out Stern/Sega/DE tables. There are no unlicensed WMS/Bally/Gottlieb tables that have a chance of matching the sales of the DMD Stern/Sega/DE licensed tables. So unless Farsight can't make one Stern/Sega/DE a month, I'm guessing...
Well... let's think about what Farsight gets from this. First is, I'm assuming, big license support. There's actually nothing at all in the announcement that Farsight didn't already have... they could've released AC/DC any time if they had the license, and the code to emulate...
