As designed... Remember this is an EM so no memory to store the state of targets for players. So when it was designed (in 1975) there would've been the option of reset them all, or keep them as they were.

Remap the second flipper buttons (usually on the bumpers) to the D-pad. Do it in DX9 as the remapping appears broken in DX11. The mapping will be honored in both DX9 and DX11.
