Best we can hope for at the moment is that this is only a temporary solution to get the game out faster. Prolonged negotiations would've most likely led to riots.
At least the season packs could've been listed as regular DLC. I've seen similar ingame content bundles (which is essentially what the season packs are) released for other F2P games.
That being said, I still feel that the season packs should be on the Steam store page.
I think Valve do let companies put bundles of ingame content (which is essentially what the individual table packs are) on the store as regular DLC (as evident by the number of "starter pack" style listings...

As far as I'm aware, this is intentional as the TZ and ST:TNG balls were initially only for KickStarter backers with the Eyeball initially only for the top 10%(?) in early tournaments.

The reason I pointed that out is because maybe FS want to keep the whole community together across multiple DD stores that have their own DRM systems. If they only want to distribute through Steam, they should have very little need to use their own login except for tournaments (and even then, FS...
In addition to this, Steam also has its own infrastructure for leaderboards and community features. Given this, the only logical reason that FS would use their own login system is if they plan on releasing TPA on GOG.com or the Humble store.
