A few questions regarding the PC version

I already own PA on Vita, PS3, and Android (play it on my 10.1 Asus Transformer) but I would also love to play it on my PC. However, I have a few questions first.

First off, is Steam the only legal way to download it? If so, is it possible to play the game while offline?

Also, is it possible to play it in portrait mode?

Yes, Steam is the only legal way to play it, yes you can play it in offline mode, yes you can play it in portrait mode.
