Bug Title: Display - Cannot change resolution in Options, PA always starts in 640x480
OS Version: Windows 7 32bit
Graphics Card: Radeon 4570
Ram: 4gb
Version 0.010
Display Mode: windowed
Display Resolution: 640x480
Frequency of Occurrence: 100%
Expected Result: To change to higher and fullscreen.
Actual Result: Always windowed 640x480, restart doesn't help.
