Some game do predate the adjustable match percentage, and use "zero crossings" to advance the match counter during play. these are effectively truly random, and it's possible that the emulation doesn't emulate the voltage changes that advance the match counter, which would cause these results.
I've played around with it and think you are right. On PS4 the 00 does show up but only as the Final Score overlay comes up, which is why I missed it. There's a pause after the previous number which I assumed that was the match number. On PC it seems the overlay comes up a little later. I hear the knocker go off when matching 00 and nothing else so I think you may be right, there is a bit of a bug there.
