Wait until later today. I imagine it will be available for individual purchase then. This is the first time I can remember that a table "dropped" on a Thursday (maybe it's happened in the past because of a holiday?), so it wouldn't surprise me that when FS set up all the Steam stuff, they put in a timed unlock for the individual DLC so it appears sometime today.
