Forum System Tidy-up

I've moved some of the less-popular system forums into a category at the bottom of the list, as well as moved PC up to the top (it's the most popular). The remaining list seemed to pretty much sort itself out in terms of popularity without me having to change anything else - I like when that just happens.

All the forums remain open for posting of course, it just didn't make sense to have a long list when some of them hadn't received posts in awhile.

Switch could probably be moved above Mac and XBO, it will most likely surpass them once it gets put back in the eshop. Maybe PS3 and Vita could be merged.
