Originally these target banks were supposed to be drop targets, which reset on drain without unlighting the number lights.
It's clearing a virtual bank of drop targets that relights the kickback.
Thus the strange rules. It appears that the following three events light the kickback when the drop targets are not installed.
a) 1-3 on same ball
b) 4-6 on same ball
c) 1-6 even not on same ball
