A lot of players doesn't own all the tables. So, it makes easier to be in the 10% top rank in order to be promoted to gold (~20 players each time). An average score of 560pts (out 800pts max), 70pts per table, is enough.Like you say, the more the players in a tier, easier is to get promoted.Be in the top ranks in Gold tier is another history though.
