Nothing to do with power - see the Hyperspin forum for specs people are using for their cabs, those are all beasts. However most of us are still running XP because it gives a lot less headache with the software running on it. So a Windows 8 only TPA would make most of us very unhappy.

Turn off uac.
For added piece of mind. Give your user account full control, replacing permissions of all child objects, to the root of c:\ along with ownership of the c:\.

I'm assuming your cab pc will be mostly non net connected. It really should be kept off the net in order to reduce your reliance on pesky resource hogging securit software. If you are putting it on the net, stay away from porn or warez sites and at least run a decent firewall since net based attacks will be your worst threat. Seriously like said before if you are worried about your specs for win8 then pinball arcade probably won't run. Windows xp is outdated software. My 3 year old laptop runs a halfway decent cab on win7 and windows 8 isn't a huge leap in system requirements

It's just that "halfway decent" doesn't cut it for most of us. You spend 6 months building a cab you want to run it flawlessly.
