Lack of foresight on the part of the manufacturer or operator. Drinks holder and ashtray should be built in to the table, or there should be a separate table to put refreshments on next to the pinball.
Or maybe it's a way of making the game more difficult. Extra points if you don't spill any beer or set fire to your clothes with a lit cigarette.
