Microsoft don't test for software bugs, just technical certification. And FarSight don't do beta testing. Well, they did for the initial phone releases, but not DLC tables and nothing on the consoles. So it was completely up to their internal QA to catch this. Although, frankly, how they missed...
You can't really think of it as a "penalty" for not buying the pack. The pack, like bundle pricing has been since long before digitally distributed goods existed, is a discount. Think of the individual table prices as the "regular" price. If you decide, up front, to buy more, you get a discount...
There is no way to "complete" a pack that you already purchased half of. This is not confusing or bizarre. It is incredibly common. For example, Rock Band song packs work this way.
Ha ha, I'm 32 and sold my 3DS for the same reason. I went ahead and sold off all the games and cases and chargers and whatnot that I had for it as well. Except one. I kept my 3DS copy of PHOF. I don't even know why, really. My scores are in there somewhere, and it just felt wrong to part with them.
There's no way to know when Microsoft will get around to activating them, but Mike reported in another thread here that FarSight have alerted MS to the issue.
Just as a side note FYI, Microsoft have been banning consoles for this lately.
FarSight cannot update the xbox.com achievement database. Hate them all you like, but this particular issue is completely on Microsoft. And it has happened with loads of other titles over the past seven years...
I'm at the office and not near a console. Are you confirming that the DLC achievements are once again for "achieving" nominal high scores in this pack?
