We(FarSight and Microsoft) both check the updates and purchasing but it's within a QA test environment so it was checked and confirmed to be working. The marketing teams however didn't release the content correctly which is why the content wasn't available.
I believe Microsoft had to update the individual entitlements of the tables that weren't working. The season pass has it's own entitlement to the 10 tables. I tested on a account that had nothing purchased and the content was available.

The in game text is not matching the season sale price but when you enter into the Microsoft transaction, the correct prices are displayed.
