Ghostbusters isn't even released in Steam SPA yet, so how anyone can claim cross buy isn't working is beyond me.
Cross buy is working just fine in Android.

Yeah, there's no "Pro" mode. That was confirmed in the Twitch stream. There probably won't be one, either (at least, there won't ever be a "Coin Door" option). No real explanation was given as to why, so speculate/whine away all you like.
Unfortunately, you're talking about Stern here. They probably did approve of releasing SPA, and Ghostbusters, in the form it's in. Don't forget Stern are getting a cut from every sale.
What are the respective CPUs? That is much more likely to be the bottleneck with Ghostbusters. (If you can - try swapping the GPUs.)

Like I said, there's the problem as I see it. The laws of physics don't go to sleep and don't have spare CPU cycles, so the game code has to be "always on" in a real machine.
I don't think there's anything wrong with the emulation core, because there's no emulation core for the modern Sterns...
tl;dr This is my own personal theory why Ghostbusters consumes a ton of CPU, and a possible, simple, solution. It's pure speculation and if it turns out to be wrong, so be it; this thread will go to the graveyard with "IT WAS WRONG" on the tombstone.

It's cross-buy so if you buy one, you get it in both. Since it's not out in Steam SPA yet, get it in TPA.
It's possible that the SPA version will perform better than the TPA version (it does on Android), but since I've had zero issues with the Steam version so far I don't think it'll matter...

Mass Hysteria Multiball = Mass Drain Multiball, as far as I'm concerned. More often than not I've drained every ball before it even acknowledges that the mode has started. That's including when I'm nearing 100 ghosts.
I know from experience having upgraded from a Core 2 Duo six years ago, a new motherboard will be needed for any newer CPU. Also, you will likely need new (DDR4) memory.

I'm on Windows 10. Core 2 Duo is at least 10 years old and as the name implies is 2 cores. Most modern high end CPUs are 4+ cores.

Wrong. The Android version of the table is definitely finished. You are basing your opinion on poor performance on a single, older, device that is not a "top of the range" device. I would expect a Tab A to struggle with Ghostbusters: this is a table that consumes 40% CPU on my PC.
Your 3770k is at least as good if not better than my 2600.
And your 980 gtx is definitely better than my 1060 (which is roughly on a par with a 970).
You'll be good to go. Ramp up the DSR and have fun.
