DX11 has been around for at least 6 years now (I remember Civ 5 came with separate DX9/DX11 options in 2010, much the same as TPA does).

I'd say you're out of luck there. Just like with the mobile versions, where there is now a minimum spec requirement, it appears FS have moved on from DX9 support for SPA. Pretty much every major release in recent years has required DX11, this is no different.

Yep this has been noted and reported. Exactly as you describe it. I first noticed it on No Fear, and it's been confirmed on other tables as well.

Nope, they came with the licensing for the original table. The BBC owns all the rights to Dr Who (since they settled up with Terry Nation over the Daleks), including presumably the image rights etc. for the various actors, so it was all included in the KS.
