This is a little inaccurate, since console users can op out of cross platform leaderboads. I have the option selected myself, because I was getting tired of seeing obvious fake scores being posted from the PC version of the game.
I bought mine through in game. I just press down (d-pad) on the table icon and it showed the LE backglass, then I click on that and it asked me if I wanted to buy it. Clicking yes takes you directly to the addon in the PS Store.

I doubt they will ever reset them again. The last time they did a reset (Plants vs Zombies table), they got a lot of backlash including a high number of death threats.
It's worse than that, because the Roller Games company itself wasn't responsible for the TV show. The main company was only responsible for traveling live performances and they been around since the 70s.
I wouldn't read too much into this. There were photos of their office posted on their forums a couple years ago and a couple of those tables (Metallica and Episode 1) we in those photos too.
