I noticed that the DX11 version still doesn't put me in the proper fullscreen view. I need to Alt+Enter 3 times to get it to properly display it.
Just got an Xbox One - doubt I can afford re-purchasing all of these for that format, but trialed one - BK2K. Oh yeah, that bug became extremely obvious. Music loops, like it said in the OP.
Apparently 60 fps works here for non-partners. I play a quick variety. Testing only - TPA, then TF2, then Evolve.
I assume I will be able to stream 60 fps TPA in DX11 with zero performance issues whenever we are given the go-ahead for videos/streaming DX11.

I have a feeling it has something to do with the timing during the visor retraction.

It phases right through the nose divider and then goes right outside of the visor entirely.
