I'm pretty sure they mean your Pinball Arcade login account. When ever I purchased something with TPA, I always had to sign out and sign back in TPA, for it to show. My Steam only shows Season 7 was purchased recently and nothing else, even though I have everything.

From watching the few second clips (more please!) the Arcoodia PA version looks like the perspective pivot shifts from from the viewer, rather than Pinball Arcade pivoting from the horizon that we're accustom to. Hope I'm saying that right. I would like to know if the Arcoodia Steam version...
