Anyone know the difference between a Title update and a regular update?

The DLC has been approved, but is not available because a title update is required. In one of his posts, Mike seemed to differentiate between a title and standard update. Does anyone know what the difference is?

Title and Standard updates both update the core game. The only difference is that a Title update is mandatory (if you refuse, you will not be able to play the game while signed into Xbox LIVE) and a Standard update is not.
