Well, it seems that the PS3 version won't require a game update after the Williams/Bally removal. The non-purchased tables in the game menu are tied with the table availability in the PS Store.

As I stated in another topic, I think that if a table is updated (bugfixes or anything else), it has to be re-downloaded (as it was the case with the super-mega patch in 2013).

Placebo effect.
Since the 2014 megapatch, TPA updates on PS3 only contain the new tables (no bugfixes, no new features, etc). If an old table would be possibly updated (like implementing ball physics 3.0), it would require to redownload it on the PSN. It didn't happen since... the megapatch 3...
There are some exceptions that do not require PS+ subscription to play online:
- Free-to-play games (basically, ZEN/Pinball FX is a F2P game)
- Games with basic leaderboards
- Games that already require a subscription fee (Elder Scrolls online)
- Some very simple online game modes do not...
