Like the OP said, its more the fact it should be a quick and simple fix.

In a project this size, nothing is ever just a simple fix. Someone will have to deliver the requirements to the art department. They will have to create the new artwork. Then the artwork is probably sent to a developer to be added to the source control system and the changes documented. This may require recompiling code and ensuring that all other developers get the update. After that, the change needs to be tested in pretty much every possible situation by a tester on each platform it applies to and possibly multiple PCs with different specs. After that, there might be a single person in charge of managing the new files and moving them into the proper location for the production builds for various devices. And this the ideal situation, any tiny little mistake and everyone in the process has to do their part over again. This is why a seemingly simple change that isn't game breaking may just be pushed aside. Even though it is technically any easy task, there is always legwork and paperwork involved. Changes like the one requested here are usually put on a nice to have list. Someone will get to it if they have absolutely nothing left to do or it luckily gets added in when someone is changing something else in the same area and can kill two birds with one stone.

Next time you are having a great time enjoying the amazing game that we have here, think about this for a moment, and be thankful how incredible the Farsight team is!

That's a good point, but the problem here is with the art department organization. I referred to it as an "easy fix" because one would assume that any art team worth their weight in beans would have the .psd source files for all the textures in the game and therefore they could export this particular texture at a higher resolution with a couple mouse clicks, but unfortunately that source file does not exist apparently, so you know what happens when one assumes...

Actually the blurriness ads some depth of field.
Not that I care on cabinet though...
