I tried with my own settings and the ones you provided, both have same effect so here are my settings:

I linked the image itself as I run a dual screen setup, as you see the right screen is offset to the right as I start up TPA. Once I ALT+Enter twice both screens are fully filled up, been like this since the DX11 came in.
My dual monitor setup using 2 1920x1080 monitors always initially opens in DX11 at full screen at 1600x1200 on the primary monitor until I cycle through windowed and back to full screen again using ALT+ENTER. This was happening with Windows 7, and now again with Windows 10 Pro with a brand new solid state hard drive that had nothing carried over from my other build. It was one of the first things that I wanted to check after getting Steam reinstalled with the new PC build. I have a GTX 970 video card.
Edit: I use the same settings, but with the Brighten Ball enabled. I have excellent performance, outside of the odd startup issue.
