Yes, what happened there is specific to Rushmore stacked with Time Warp. The final shot of Rushmore goes up the lock ramp but does not count as a lock, so simply gets released. There's never any other way to get a ball up there during Time Warp or any other multiball, and no other multiball...
This is all true -- but it's all covered by TSPP. The DE table isn't going to attract any significant amount of purchases that TSPP alone won't. Kickstarting TSPP makes perfect sense, but dragging along the DE machine doubles the work and cost for what won't be anywhere near double the sales.

That something is fine grained control of nudging. Central Park is meant to be played with subtle skillful bumps to keep the ball out of those many types of drains. TPA's all-or-nothing full power whacks don't translate well at all to such games.

This is normal ROM behavior. After you have had a multiball with the multiplier increased to 4x, it can't go beyond 1x any more for future multiballs on that same ball until you drain. The rule is to somewhat nerf runaway scoring with multiball jackpots.
There is a ROM bug that can help. If you tilt while bonus is held, the multiplier is actually NOT held. Next ball the playfield bonus X lamps stay on, but actually the scoreboard will show you earning 2x-4x-etc and light an EB at 8x.
