I've seen the clipping on both lower and upper levels. I've actually seen the ball go through flipper ends on all tables during slap-savey flips, which cause drains that shouldn't have happened, which is my only major problem with this terrific game. This didn't happen on WPHoF, or at least...
On my xbox, they're classic thin-long WMS flippers with red rubber. And, while acknowledging the desire for an authentic simulation, I would be greatly saddened if they were to be replaced with the crappy Gottlieb flippers :).
I've had this happen a couple of times too. In my experience, this is a frequent and harmless (even fun! :)) part of pinball, especially since the ball is so easily moved off the bumper. I wouldn't consider it a bug.
I also copied the rules from the manual, to help me to further understand the game. Here they are. I also copied the game speech, as I can't understand what the game is saying, and it's interesting to me anyway.
