Your online high scores are tied to your Farsight account you log on with ingame, which is going to be the same one on both DX9 and DX11. I'm not sure if this is the case for local leaderboards or not. The only platform with a completely separate online leaderboard is Xbox One/360.
DMD -> EM for me. I love the brutal difficulty and short playtimes a lot more than the bells and whistles and deep rulesets mostly. There are of course outlier tables that are just really really good no matter what. Overall that's been my experience though.

Confirming somewhat similar problems. My monitor is 1920x1200. I set my resolution to 1920x1280 in the DX11 tab, and the game always has slim black bars on the top and bottom of the screen.
I don't really see a single card mentioned in this thread offhand that could be classified as low end. TPA isn't exactly super heavy either. If we were talking about modern fps games the sky is the limit for how much power you need, but this is much much simpler than that.

Further with modern motherboards you can actually turn off integrated graphics entirely in BIOS if you're using a separate graphics card, and you absolutely should. Some programs try to use both simultaneously to help out with the calculations but in effect it slows everything doing it down...
Well I have no slowdowns whatsoever, but I also have a fairly high-end system so it's not probably going to help that much to determine how much you actually need at a minimum.
